Predator2 didn,t get the feeling of the first film, jungle is the ideal set for predators and more if his preys are people like Arnold; It was also the introduction to the franchise, and the first film can,t usually get replaced by the prequel, such was the case for the alien franchise imo.
One of the things I enjoyed the most about p2 was the set itself, with the city and police fighting, the drug dealers (they all were awesome) and the overall atmosphere of the movie. Los Angeles 1997 at war, just great imo and a new hunting ground for a new pred, because after all preds just come in the hottest summers in the seek for the human prey. Another set with an agent of the CIA being the hero might have been more interesting as you say, but I,m not sure at all. Interestin yes, but all that outstanding atmosphere about the drug dealers and very M-rated violence (dialogues include) might have been not possible, and the pred was there just because of that, the ambience of violence.
I didn,t care about Danny Glover, I mean, if he fits the role for the hero against such a danger like a predator or not. I really think the movie ended up being such a very high quality product (no matter Its budget) and I didn,t miss Arnold just one bit. We saw some pretty orginal predator weaponry; we found out that they live in clans (at least that predator, the first one maybe not), and more about that honor thingy the
avp franchise has exploited too much imo, because I,m not sure if the first predator was under some code of honor..., maybe in the end, but I think the pred gave Arnold the honor of fighting It in melee just for being such a pussy prey before

The second predator was stalking Danny Glover the whole film; it got impressed by Harrigan,s actions at the beginning, just like the first pred got impressed by Arnold,s squad, so then the predator decided they were worth the hunt; however, the second pred proved tried to kill Harrigan as fast as possible, and in the last scene, predator,s ship, the pred even tried to get him by surprise, not head on and things like that.
