Now i know what you mean by the CO-op changing the rules stuff but I mean for the ammo count as a basic or standard setup it could be that, and besides (unless you have cheates or a certian game type) you can't have someone change the rules and have 1000 clips for the pulse rifle, because then it wouldn't be fun.
But all weapons would turn out useful one way or another. And it also depends on what play style you are in the mood to play. Maybe you feel like Staying at a safe distance and unloading with a Smart Gun. Or maybe you need to take down a tough enemy so you go with one of the Heavy and Explosive Weapons. Also you can not pick two weapons from the section (Two Pulse Rifles, two Shot Guns, etc.) And as you gain ranks you get more ammo for your weapons.
